Primary Health Care Revitalization Division under Ministry of Health, in collaboration with KOSHISH, organized an interaction program on Community Mental Health Care (CMHC) Package 2074 and development of annual program on 22nd March, 2018 in Lalitpur. The participants included government officials, representatives from national human rights commission, psychiatric doctors from government and private hospitals and national and international non-governmental organizations working on mental health.
The interaction program was set into motion with facilitation by Mr. Bijay Kranti Shakya, Focal Person of Mental Health in Primary Health Care Revitalization Department (PHCRD) where he invited Mr. Bhogendra Raj Dotel, Director of PHCRD to highlight the program’s objectives. Mr. Dotel stated that the main objective of the program was to share the CMHC Package developed after long hardship of team members which is to be endorsed by Ministry of Health and Population in future. He added that the program will be focused on discussion on provision of mental health in federal structure with 3 tiers government system (federal, provincial and local) where resources are rolled out by the government.
Mr. Sagar Dahal, Sr. Public Health Administrator of PHCRD gave overview of CMHC Package 2074 where outlines, principles of integration, components of package, implementation modality with way forward were discussed in the presentation. It was followed by presentation of KOSHISH by Mr. Laxman Nath, Program Officer on review of CMHC Package. The presentation had the appreciation of initiation, considerations and strengths of package and recommendations for the issues to be considered. Mrs. Sharmila Parajuli, Legal Expert of KOSHISH presented on CMHC Package based on human right perspective.
After the presentation, the floor was open for discussion on the CMHC package which was facilitated by Mr. Sagar Dahal. Mr. Dahal then invited Mr. Bhogendra Raj Dotel to make concluding remarks of the discussion. Mr. Dotel recommended forming a technical committee, which will include one member from each organization working on mental health and psychosocial issues, to work on programmatic implications.
Mr. Sagar Dahal from PHCRD then took feedback and opinions from participants to build common consensus on basic program component of annual plan. Following the collection of feedback, names for the technical committee were collected. Mr. Bhogendra Dotel then closed the program by appreciating KOSHISH for providing the platform and thanked all the attendees for their active participation.
